David Frasher managed adoption of new ‘Smart Growth’ in Wisconsin
Ashland is a charming community with a rich history. The city had experienced a harsh transition from an economy built upon the extraction of natural resources to one of limited manufacturing, medical and regional services, retail, and tourism. David Frasher was the City Administrator of Ashland, Wisconsin from 2001 to 2005. He was responsible for budgeting, strategic planning, policy development, media relations, union negotiations and daily operations of all city departments including police, fire, community development, public works, utilities, finance, airport, leisure services, etc. He managed development and adoption of a new "Smart Growth" Comprehensive Plan that was chosen as the best in the State of Wisconsin by the American Planning Association. Through his dedication and focused approach, he brought several honors to the region. He obtained more than $13 million and federal grants within four-year period, collaborated with Wisconsin Department of Transportation Design Team on a $10 million major reconstruction of U.S. Highway 2 through city limits, and led the community to designation as nation's second "eco-municipality" in partnership with international representatives of the Sustainable Sweden Program.

David Frasher attended law school in St. Louis
David Frasher grew up in western Missouri. He completed his Bachelors degree in Administration of Justice, graduating cum laude, from MacMurray College in Jacksonville, Illinois in 1981. Thereafter, he began his career as a police officer with the Independence Missouri Police Department. In 1990, David Frasher left his position with the police department to attend law school at Washington University in St. Louis, Missouri. After law school, David Frasher clerked at the Alaska Court of Appeals and then opened his own law practice. He also served as the City Administrator of Oak Grove, Missouri in 1999, as the City Administrator of Ashland Wisconsin, and as the City Manager of Grants Pass, Oregon, in 2005.

The Alaska Court of Appeals has the authority to hear appeals in cases involving criminal prosecution, post-conviction relief, juvenile delinquency, extradition, habeas corpus, probation and parole, bail, and sentencing matters. David Frasher worked as a law clerk for Judge Robert G. Coats from 1993 to 1994. Working for the court, David Frasher gained valuable experience and had many notable achievements. David Frasher, City Manager - A Credentialed Manager
David Frasher was the City Manager of Grants Pass, Oregon from October 2005 until August 2009. He also became a Credentialed Manager with the International City Management Association (ICMA). Prior to serving Grants Pass, David Frasher served as the City Administrator of Ashland, Wisconsin, a charming full service port city on the shores of Lake Superior. He was also the City Administrator for the suburban community of Oak Grove, Missouri from 1999 through 2001. Throughout his career, David Frasher worked effectively with all kinds of people and succeeded in strengthening relationships with other government entities and the private sector, exhibiting professional integrity at all times.
David Frasher, City Manager, Grants Pass, has notable achievements to his credit
As City Manager of Grants Pass, David Frasher was responsible for daily operations of all municipal departments including administration, finance, police/fire, public works, community development, human resources, and parks & community services. David Frasher, City Manager also served as the city's Budget Officer and managed the Grants Pass Redevelopment Agency, including the Agency budget of approximately 2.5 million annually. In his four-year tenure from October 2005 to August 2009, David Frasher received accolades for his commendable work and had many laudable accomplishments. He dramatically improved relationships with employee labor groups, avoiding costly arbitration while successfully negotiating new contracts with significant savings for the municipality. He also worked with Council and staff to win voter approval of a $9.8 million capitol levy for the construction of new police and fire facilities. He further led community efforts to employ boulevard concepts and business-friendly roadway design in cooperation with the Oregon Department of Transportation on an estimated $35 million project. David Frasher, City Manager also developed, implemented, and updated several new growth management policies aimed at increasing sustainability, including new system development charges, transportation safety policies, and local improvement district policies.
